The Memorial web site, dedicated to the victims of Soviet political persecution, states:
​Through the extermination and the persecution of millions of people, the Soviet government attempted to conceal its crimes.  Who knows exactly how many victims of terror there were?  Where were the executed buried?  Where were the countless camps and what transpired behind the barbed wire?  Even the relatives of the deceased do not know the truth: “10 years without the right to correspondence” – this was the only information given about the fate of those convicted under Stalinism."
In recent decades records from some of the Soviet Gulags and labor camps have been declassified and made available to the public. The evidence of political repression by the Soviet government against the German people living in Norka is clear. The following is a partial list of names from the Memorial web site:

1. Weber, Peter Conrad (born 1880 in Norka). Lived in Norka, without certain employment. He was arrested 02.11.1937 and sentenced on 17.11.1937 for anti-soviet propaganda to the maximum measure of punishment. On 19.11.1937 he was killed in Engels. On 02.09.1959 he was rehabilitated (for more information about the term "rehabilitation", see the note below) by the Saratov Regional Court. (Archival criminal case ОФ-16981).

2. Weber, Peter Conrad (born 1879 in Norka). Lived in Norka, a peasant and member of a collective farm. He was arrested 15.01.1930 and sentenced on 25.03.1930 to 10 years of imprisonment in a camp (deprived of freedom) for anti-soviet activity. He was rehabilitated on 28.09.1989 by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-29588).

3. Deines, Heinrich Georg (born 28.04.1902 in Norka). Lived in Norka, a member of a collective farm. He was is arrested 04.03.1938 and sentenced on 21.07.1938 for anti-soviet propaganda to the maximum measure of punishment. He was killed 20.08.1938 in Saratov. He was rehabilitated 23.03.1989 by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-22685).

4. Deines, Aleksander Conrad (born 1913 in Norka). Lived in the village of Hussenbach (Canton Frank), an agriculturist of the machine-tractor station. He was arrested 26.12.1937 and sentenced 09.10.1938 to 5 years imprisonment for participation with in anti-soviet group. 09.05.1940 the sentence is stopped due to insufficient proof. 5. Deines, Емельян Andrej (born 17.08.1888 in Norka). Lived in Norka, worked as the facility manager of a children's home. He was arrested 06.02.1938 and sentenced on 14.02.1938 for anti-soviet propaganda to the maximum measure of punishment. He was killed 18.02.1938 in Engels. He was rehabilitated 30.07.1989 by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-28247).

6. Deines, Jakob Conrad (born 1878 in Norka). Lived in the village Neu Beideck (Canton Eckheim), a member of a collective farm. He was arrested 17.10.1937 and sentenced 11.11.1937 for anti-soviet propaganda to the maximum measure of punishment. He was killed 26.11.1937 in Engels. He was rehabilitated 19.11.1990 by the Saratov Regional Court. (Archival criminal case ОФ-31505).

7. Arndt, Conrad Johann (born 1910 in Norka). Lived in Norka. He was arrested 03.03.1931 for participation in counterrevolutionary group and for disseminating propaganda against collective farms. On 15.03.1931 he was sentenced to 10 years of imprisonment in a camp. In 1937, he was again in Norka working as a tractor operator for a collective farm named after Stalin. He was again arrested 20.11.1937 for anti-soviet propaganda and for being a runaway from the camp. He was sentenced on 03.12.1937 to the maximum measure of punishment. On 05.12.1937 he was killed in city of Engels. On 21.06.1989 he was rehabilitated by Office of Public Prosecutor Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-28285).

8. Arndt, Conrad Conrad (born 1909 in Norka). Lived in Norka and worked in a private enterprise. He was arrested 03.03.1931 and sentenced for participation in a counterrevolutionary group and for anti-soviet propaganda on 15.03.1931. He received the maximum measure of punishment (death sentence), but that was later replaced with 10 years of imprisonment. He was rehabilitated by the Saratov Regional Office of Public Prosecutor on 24.04.1989. (Archival criminal case ОФ-26152).

9. Arndt, Philipp Johann (born 1896 in Norka). Lived in Saratov and was a worker of the repair office. He was arrested 14.09.1938 and sentenced 01.09.1939 to 5 years imprisonment for participation in an anti-soviet organization and anti-soviet propaganda. He was rehabilitated 17.05.1989 by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-24575).

10. Weigandt, Heinrich Johann (born 29.02.1886 in Norka). He lived in Norka and worked as the foreman in a collective farm. He was arrested 21.11.1937 and sentenced on 30.11.1937 for anti-soviet propaganda and participation in a anti-soviet. He received the maximum measure of punishment and was killed 01.12.1937 in Engels. He was rehabilitated on 06.06.1989 by the Saratov Regional Office of Public Prosecutor. ​11. Weber, Nikolai Philipp (born 1870 in Norka). Lived in Norka, without certain employment. He was arrested 16.11.1937 and sentenced on 23.11.1937 for participation in an anti-soviet organization to the maximum measure of punishment. He was killed 27.11.1937 in Engels. On 27.06.1989 he was rehabilitated by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-25853).

12. Albrecht, Georg Johann (born 1894 in Norka). Lived in Norka, a peasant - private trager. He was arrested 12.12.1930 and sentenced on 14.02.1931 to 5 years of imprisonment for anti-soviet propaganda. He was rehabilitated 25.09.1989 years by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-28834)

13. Albrecht, Georg Johann (born 1891 in Norka). Lived in Saratov, The moving man of an artel. He was arrested 28.10.1937 and sentenced to death on 17.12.1937 for anti-soviet propaganda. He was killed in Saratov on 21.12.1937. He was rehabilitated 30.06.1989 by the Saratov Regional Court. (Archival criminal case ОФ-29516).

14. Albrecht, Philipp Johann (born 04.10.1907 in Norka). He lived in Norka, a peasant - private trager. He was arrested on 03.03.1931 and sentenced for participation in a counterrevolutionary group and for anti-soviet propaganda. He was sent to the Northern territory (Siberia) for 3 years. He was rehabilitated on 24.04.1989 by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-26152).

15. Arndt, Heinrich Johann (born 06.02.1914 in Norka). He lived in Norka, a collective farmer. He was arrested and sentenced on 18.12.1937 (in one day!) to 10 years of imprisonment in a camp for anti-soviet propaganda. He was rehabilitated by the Saratov Regional Office of Public Prosecutor on 16.11.1950. (Archival Criminal case ОФ-18457).

16. Arndt, Johann Johann (born 1891 in Norka). He lived in Saratov, a moving man of an artel. He was arrested 14.09.1938 and sentenced on 01.09.1939 to 5 years of imprisonment in camps for anti-soviet propaganda. He was rehabilitated on 17.05.1989 by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-24575).

17. Adam, Andrey Ivan of (born 1895 in Norka). He was a member of a collective farm named after K. Marks and lived in the same place. He was arrested 01.07.1941 for anti-soviet propaganda and sentenced to 10 years of imprisonment. He was rehabilitated The Saratov Regional Office of Public Prosecutor on 04.02.1992. (Archival criminal case ОФ-31721).

18. Weidenkeller, Ivan Andrey (born 1892 a native and inhabitant of Norka), the watchman of collective farm "Steinbrecher". He was arrested 04.11.1937 and sentenced on 21.11.1937 to 10 years in a corrective labor camp by the tribunal NKVD ASSR for anticollective-farm propaganda. He was rehabilitated on 25.06.1989 by he Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-25910).

19. Weidenkeller, Peter Heinrich (born 1900 and a native and inhabitant of Norka), a member of the collective farm named Steingardt. He was arrested 11.11.1937 and sentenced to execution on 14.11.1937 by the tribunal NKVD ASSR for participation in a counterrevolutionary fascist group. He was executed on 21.11.1937 in Engels. On 04.05.1989 he was rehabilitated by Saratov Region Office of Public Prosecutor. (Archival criminal case ОФ-30206).

20. Schreiber, Conrad Georg (born 03.08.1888 in Norka). Lived in Norka, worked in a privately-owned facilities, the smith. He was arrested 18.12.1937 and sentenced on 22.12.1937 for terrorist intentions towards a member of the ARCPB (the All-Russian Communist Party of Bolsheviks) and attempts to assault a member of the Red Army to the maximum measure of punishment. On 27.12.1937 he was killed in Engels. On 01.06.1964 he was rehabilitated by the Saratov Regional Court. (Archival criminal case ОФ-20764).

21. Dering, Georg Fridrich (born 1894 in Norka). Lived in Pig-breeding Soviet facilities number 595, worked as the groom. He was arrested 24.12.1937 and sentenced on 27.12.1937 for anti-soviet propaganda to 10 years of imprisonment in a camp. On 23.09.1939 decision the accusations were cancelled due to absence of facts indicating fault. (Archival criminal case ОФ-3900).

22. Dering, Friedrich Adam (born 1872 in Norka). Lived in Norka, the peasant of a privately-owned facility. He was arrested 12.12.1930 and sentenced on 14.02.1931 for counterrevolutionary activity to 5 years imprisonment. On 25.09.1989 he was rehabilitated by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-28834).

23. Derr, Adam Adam (born 15.10.1868 in Norka). Lived in Norka, a peasant. He was arrested 12.12.1930 on suspicion in realization of anti-soviet propaganda. On 19.01.1931 prosecution was stopped for lack of validity. (Archival criminal case ОФ-28834).

24. Derr, Ivan Ivan (born 08.12.1902 in Norka). Lived in Norka, a member of a collective farm. He was arrested 23.12.1937 and sentenced on 27.12.1937 for anti-soviet propaganda to 10 years of imprisonment in a camp. On 27.06.1989 he was rehabilitated by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-28774).

25. Blum (Блюм), Georg Johann (born 1881 in Norka). Lived in Norka, the peasant of a privately-owned facility. He was arrested 15.02.1930 and sentenced on 25.03.1930 for participation in the anti-soviet organization to 5 years imprisonment. On 28.09.1989 he was rehabilitated by the Saratov Regional Court. 26. Blum (Блюм), Jakov Conrad (born 27.05.1877 in Norka). Lived in Norka, the carpenter in a collective farm. He was arrested 20.11.1937 and sentenced on 30.11.1937 for anti-soviet propaganda and for participation In the anti-soviet organization to the maximum measure of punishment. On 01.12.1937 he was killed in Engels. On 30.05.1989 he was rehabilitated by the Saratov Regional Court. (Archival criminal case ОФ-25747).

27. Bott, Conrad Lukjan (Лукьян) (born 1868 in Norka). Lived in Norka, a mechanic. He was arrested 04.11.1936 and sentenced on 08.11.1937 for counterrevolutionary propaganda to 10 years of imprisonment in a camp (deprived of freedom). On 31.07.1989 he was rehabilitated by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-6892).

28. Weitzel (Вайцель), Conrad Johann (born 1903 in Norka). Lived in the Soviet facilities number 3 "Sergievskiy" Schiroko-Кaramysch area, worked as a laborer. He was arrested 09.02.1938 and sentenced on 13.02.1938 for anti-soviet propaganda to the maximum measure of punishment. On 16.02.1938 he was killed in Saratov. On 12.05.1989 he was rehabilitated by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-25452).

29. Wukkert (Вуккерт), Johann Johann (born 1907 in Norka). Lived in Norka, a military man 77 shelf of 26 divisions. He was arrested 17.01.1931 and sentenced on 28.09.1931 for anti-soviet propaganda to 2 years of imprisonment in a camp (deprived of freedom). On 15.09.1989 he was rehabilitated by the Military Office of Public Prosecutor Privolzhskogo of military district. (Archival criminal case ОФ-31307).

30. Weber, Lukjan Lukjan (born 1908 in Norka). Lived in sheep-breeding Soviet facilities number 3 "Sergievskiy" it Is Schiroko-Кaramysch Area, worked as the tractor operator. He was arrested 09.02.1938 and sentenced on 13.02.1938 for participation in a revolt of rich peasants ("kulak") to the maximum measure of punishment. On 16.02.1938 he was killed in Saratov. On 12.05.1989 he was rehabilitated by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-25455).

31. Weber, Ludwig Johann (born 1875 in Norka). Lived in Norka, the peasant of a personal facilities. He was arrested 22.01.1930 and sentenced on 25.03.1930 for counterrevolutionary activity to 10 years of imprisonment in a camp (deprived of freedom). On 28.09.1989 he was rehabilitated by the Saratov Regional Office of Public Prosecutor. (Archival criminal case ОФ-29588).

32. Weber, Johann Piter (born 1903 in Norka). Lived in Norka, worked as a bookkeeper in a collective farm named "Stalin" in Norka. He was arrested 08.09.1941 and sentenced on 31.10.1941 to 5 years of imprisonment in a camp (deprived of freedom) for anti-soviet propaganda. Definition of judicial board on criminal cases The Supreme court of Russia from 21.11.1941 the verdict is cancelled. He was sentenced 15.12.1941 Saratov Regional Court for anti-soviet propaganda to the maximum measure of punishment. On 22.04.1942 he was killed in Engels. On 04.02.1992 he was rehabilitated by the Saratov Office of Public Prosecutor. (Archival criminal case ОФ-31719).

33. Weber, Georg Nikolay (born 10.02.1906 in Norka). Lived in Norka, without certain employment. He was arrested 16.11.1937 and sentenced on 23.11.1937 for anti-soviet activity to the maximum measure of punishment. On 27.11.1937 he was killed in Engels. 35. Weizel (Weitzel) (Вейцель), Filipp Piter (born 1904 in Norka). Lived in Norka and worked in a collective farm in Norka. He was arrested 19.11.1937 and sentenced on 30.11.1937 for counterrevolutionary activity to the maximum measure of punishment. On 01.12.1937 he was killed in Engels. On 27.12.1965 he was rehabilitated by the Saratov Regional Court. (Archival criminal case ОФ-21253).

36. Bauer, Johann Heinrich (born 1886 in Norka). Lived in Norka and was engaged in an agriculture. He was arrested 13.12.1930 and sentenced on 14.02.1931 to 5 years of imprisonment in a camp (deprived of freedom) for participation in counterrevolutionary group and anti-soviet propaganda. On 25.09.1989 he was rehabilitated by the Saratov Office of Public Prosecutor. (Archival criminal case ОФ-28834).

The following people from Norka, were sent to Sverdlovsk area where they received additional punishment:

37. Alt, Wilhelm Jakov (born 1906 in Norka). Lived in Sverdlovsk region, Bogoslovskiy area, worked the loader in the Soviet facilities 11 BAZ NKVD. He was arrested 25.05.1945 and sentenced on 16.08.1945 to 8 years of imprisonment in a camp (deprived of freedom).

38. Blum, Adam Georg (born 1918 in Norka). Lived in Sverdlovsk Area, city Kamensk-Ural, worked as a driver in transport to the office of UAZ. He was arrested 26.09.1942 and sentenced on 10.04.1943 to 10 years of imprisonment in a camp (deprived of freedom).

39. Aschenbrenner, Johan Christofor, was born in 1882 in Norka, a peasant. He was arrested on 12.12.1930 for anti-soviet propaganda and released because of absence of proof in December 1930. Archival criminal case number ОФ-28834.

40. Albrecht, Georg Johan, was born 25.05.1867 in Norka, a peasant, a personal economy. He was arrested 12.12.1930 and condemned 14.02.1931 for anti-soviet propaganda. He was sent to the Northern territory for 3 years. He was rehabilitated 25.09.1989 by the Saratov regional court. Archival criminal case number ОФ-28834.

41. Burbach, Andrey Andrey, was born in 1865 in Norka and lived in village Balanda of Atkarsk area of the Saratov area. He had his own forge workshop. He was arrested 25.10.1929 and sent to the Northern territory for 3 years for anti-soviet propaganda. He was rehabilitated 17.08.1989 by the Office of the Public Prosecutor of the Saratov area. Archival criminal case number ОФ-7907.

42. Burbach, Vasily Andrey, was born in 1900 in Norka, a carpenter. He lived in village Balanda of Atkarsk area of the Saratov area. He was arrested 25.10.1929 and condemned 25.01.1930 and sent to the Northern territory for 3 years. He was rehabilitated 17.08.1989 by the Office of the Public Prosecutor of the Saratov area. Archival criminal case number ОФ-7907.

43. Burbach, Jakob Andrey, was born in 1899 in Norka, a turner. He lived in village Balanda of Atkarsk area of the Saratov area. He was arrested 25.10.1929 and condemned 25.01.1930 to eviction in the Northern territory for 3 years. He was rehabilitated 17.08.1989 by the Office of the Public Prosecutor of the Saratov area. Archival criminal case number ОФ-7907.

44. Weidenkeller, Amalia Konrad, was born in 1915 in village Denhof, Canton Balzer. She worked as the teacher in Norka. She was arrested 16.11.1935 and was accused of participation in the anti-soviet organization and realization of anti-soviet propaganda. From 20.02.1936 her legal proceeding was stopped by the decision of Office of Public Prosecutor of Republic of Germans of the Volga Region due to an absence of proof. Archival criminal case number ОФ-7357.

People from Norka sent to Tagillag

Russian-German historian Otto J. Pohl states that between 1942 and 1946 the Soviet government forcibly conscripted 6,519 Russian-Germans into the labor army and sent them to work at Tagillag. From 1941 to 1945 over 63,000 political prisoners and German prisoners of war were brought to the Labour Camp of Tagil to build factories and work at quarries. About 40 percent of them died. All the cemeteries of Tagillag were destroyed. This place is now known as Nizhny Tagil in the Sverdlovsk Oblast in Russia. Below is a list of ten prisoners from the Tagillag that were born in Norka:

​1. Sauer, Piter Georg (born 1913 in Norka). He arrived in "Tagillag" 31.05.1944. From corrective-labour camp number 8 (ИТЛ-8 - "ITL-8"). He died 27.05.1946 in "Таgilstroy" (construction).

2. Sauer, Heinrich Lukjan (born 1917 in Norka). He arrived in "Tagillag" 08.07.1942 from Sverdlovsk. He died 27.05.1946 in "Таgilstroy".

3. Sauer, Vasilij Piter (born 1921 in Norka). He arrived in "Tagillag" 05.07.1942 from Sverdlovsk and died 27.05.1946 in "Таgilstroy".

4. Derr, Adam Conrad (born 1913 in Norka). He arrived 30.05.1944 of "ITL-8" and died 27.05.1946 in "Таgilstroy".

5. Klaus (Кляус), Heinrich Emeljan (born 1917 in Norka). He arrived 08.04.1944 from the Kirov regional military registration and enlistment office. He was condemned 24.07.1945 and received extra years of imprisonment in more strict mode.

6. Nagel, Johann Lukjan (born 1901 in Norka). He arrived 06.02.1942 of Pavlodar (?). He died 13.09.1943 on inability to work due to illness.

7. Repp, Heinrich Johann (born 1913 in Norka). He arrived 27.02.1942 in Isetskiy, a regional military registration and enlistment office in the Sverdlovsk area. He died in "Tagillag" 05.01.1943.

8. Ril (Рыль), Semen Heinrich (born 1897 in Norka?). He died in "Tagillag" 05.08.1942.

He worked as a woodcutter in Wigaj (Вижай) a mechanized lumber mill. He was arrested on 13.04.1943. He was condemned 29.05.1943 on the accusation of sabotage to 8 years of imprisonment. He was rehabilitated by Office of Public Prosecutor of the Perm area on 28.04.1992.

2. Traudt, Peter Konrad was born in Norka in 1902. Education: 3 classes. Trade: a miner. Lived: Chusovskoj area, the Perm area lived in settlement Sarany. He worked as the miner on Sarany mine. He was arrested 25.03.1938. Proceedings were stopped lacking any evidence of a crime on 16.12.1938. He was rehabilitated by the UNKVD in the Perm area on 16.12.1938.

​The following is a list of people from Norka who were victims of repression during the Soviet era. The names have been extracted from a book (published in 2006) titled Gedenkbuch – A Memory Book of the Germans in Labor Army Usollag NKVD/MVD the USSR 1942-1947. The book is issued by the Public Academy of Sciences of the Russian Germans. The author is E. A. Grib and the editor is V. F. Dizendorf. A total of 500 copies were printed. The book contains information on 3,508 Germans who were officially recorded as victims at Usol'lag. According to this book, 198 people were originally from Norka (5.64 percent of total). The actual figure, including those not recorded, is almost certainly higher. Usollag was located near the town of Solikamsk on the Kama River in the Ural Mountains. A 2018 essay titled "The Sinkhole" by Kaja Weeks states that the former camp is being consumed by an enormous sink hole.

Alexander's father, Alexander Konrad Schreiber, was sentenced to work at Usollag.

A relative, Friederich Wilhelm Schreiber (born 1903 in Norka) was deported in September 1941 and sent to the Altai territory. In January 1942, he was forced into the Labor Army (Trud Armee) in the Zavjalovo area by the military registration and enlistment office. In 1943, he died in Usollag.
